1. Strategic Planning & Deployment

  • Plan and deploy plant & machinery in line with construction methodology, project schedules, and BOQ requirements.
  • Prepare equipment mobilization and demobilization plans for different project phases.
  • Ensure right equipment selection for highway works (earthwork, GSB, WMM, DBM, BC, structures, bridges).
  • Optimize owned vs hired equipment to achieve cost efficiency.

2. Equipment Operations & Utilization

  • Ensure maximum equipment availability and utilization with minimum idle time.
  • Monitor daily equipment performance reports, utilization hours, and downtime analysis.
  • Coordinate with construction teams to align equipment deployment with site priorities.
  • Control frequent operator/equipment changes to improve productivity and accountability.

3. Maintenance & Workshop Management

  • Establish and enforce preventive and breakdown maintenance schedules.
  • Ensure availability of critical spares, lubricants, and consumables.
  • Monitor workshop operations, repair turnaround time (TAT), and maintenance costs.
  • Maintain equipment history cards, service logs, and AMC records.

4. Cost Control & Budget Management

  • Operate P&M as a profit/cost center in alignment with company policy.
  • Control and monitor:
    • Fuel consumption norms
    • Repair & maintenance expenses
    • Hiring costs
    • Operator overtime and deployment costs
  • Prepare monthly P&M cost reports, variance analysis, and corrective action plans.
  • Support BTC (Budgeted Technical Cost) adherence and initiate amendments where required.

5. Fuel, Lubricants & Asset Control

  • Implement fuel management systems, including issue controls and reconciliation.
  • Monitor fuel norms vs actual consumption and investigate deviations.
  • Prevent misuse, pilferage, and unauthorized deployment of equipment.
  • Ensure proper asset tagging, GPS monitoring (if applicable), and tracking.

6. Manpower & Operator Management

  • Plan and deploy operators, drivers, mechanics, and helpers as per equipment strength.
  • Ensure operators are competent, certified, and medically fit.
  • Conduct skill assessments and training for operators and mechanics.
  • Coordinate with HR for manpower planning, discipline, and retention.

7. Safety, Compliance & Statutory Requirements

  • Ensure compliance with statutory requirements, including:
    • Equipment fitness & RC
    • Insurance
    • Pollution certificates
    • Operator licenses
  • Enforce safe operating procedures (SOPs) and toolbox talks.
  • Investigate equipment-related incidents/accidents and implement preventive measures.
  • Ensure compliance with ISO, EMS, OHS, and client safety standards.

8. Coordination & Stakeholder Management

  • Coordinate closely with:
    • Project Head & Construction Team
    • Planning & Billing
    • Stores & Procurement
    • HR & Admin
    • Corporate P&M Team
  • Support project progress reviews by providing equipment readiness and constraint analysis.

9. Reporting & MIS

  • Prepare and submit:
    • Daily equipment deployment reports
    • Monthly utilization & cost MIS
    • Breakdown & downtime analysis
    • Fuel & maintenance dashboards
  • Support audits and management reviews with accurate data and documentation.

  • Equipment availability & utilization percentage
  • Cost per hour / cost per km benchmarks
  • Fuel efficiency adherence
  • Breakdown frequency & downtime reduction
