SECTION II: PURPOSE OF THE ROLE

 

Purpose of Role

To lead the project planning, scheduling, progress monitoring, quantity estimation, cost control, and billing functions at the highway project site. This role is instrumental in aligning execution with contractual deliverables, driving productivity through effective planning, and ensuring timely and accurate billing and cash flow management. The lead ensures strategic coordination across departments and external stakeholders for seamless project tracking and financial control.

Develop, validate, and maintain the detailed project schedule using Primavera P6 or MS Project, incorporating all highway packages – including earthworks, pavement, structures, utilities, and drainage. Define the project’s Work Breakdown Structure (WBS), coding system, activity-wise duration, milestones, and progress measurement logic aligned with contractual obligations.

Financial Management

Track and document all deviations, variations, and scope changes. Coordinate with commercial/contracts for change order proposals and client approval. Monitor planned vs. actual progress and cost. Analyse productivity KPIs (e.g., embankment laid per day, paving output) and identify gaps. Implement corrective actions to stay within cost budgets.

Operational

Consolidate daily progress reports (DPR), analyse trends, and update progress dashboards for internal management and client reporting. Prepare and maintain key planning documents including lookahead schedules, catch-up plans, delay registers, histogram reports, and monthly progress presentations. Proactively identify schedule risks, slippages, and propose corrective actions. Prepare Extension of Time (EOT) claims with proper substantiations and documentation.

Liaise with client’s planning and billing representatives for schedule approvals, billing validation, milestone certification, and site progress inspections. Lead and guide a team of planning engineers, quantity surveyors, and billing engineers.
